The Failure of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new 28-point plan for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of opposing developments captured the harsh reality of the outgoing year. By day, political struggles are fought: optimistic declarations are issued from different nations. Significant resources is allocated on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "settlement".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a capability enabled by timely intelligence. From observation points, military aircraft that had been dispatched to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably provided by Western nations. Every launch shakes the surroundings, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, preventing destruction from ruin and another blackout.

Persistent Threats

Soon after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely imported technology. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its target.

Periodically, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and heating outages in numerous residences as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are evidently unprepared to replace in the short term.

Failed Diplomacy

The 28-point plan from US administration generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new proposal from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, persist.

Tactical Assessments

It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a premise well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House presumes that it is unfeasible to force Russia to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, American administration does nothing to discourage Russia, through diplomacy or military means, from thinking that the situation will not shift further in its benefit in the months ahead.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but preventing a total frontline collapse until conditions improve in its favour.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their mission will now be much harder after recent developments, it remains very improbable that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a only one week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.

While new plans based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
